Job Duties


Virginia Department of Transportation (VDOT) is seeking a highly self-directed and self-driven individual to provide strategic leadership and direction in promoting, developing and managing the Highway and Arterial Preservation Planning Section and staff. This position will be responsible for leading the development of Interstate Operations and Enhancement Corridor Plans, Arterial Management Plans and ensuring that federal functional classification and National Highway System inventories are updated and maintained. Applicants should have knowledge, skills and abilities related to: project management; interpreting and analyzing transportation performance; and interpretation of policies, procedures and business processes.

The core responsibilities of this position include:



Policies and Procedures
Develop and implement procedures, processes and best practices. Recommend new initiatives to improve operations.

Project Development
Lead multidisciplinary teams in the development of plans, programs and continuous process improvement, ensuring integration and institutionalization of deliverables in project development.

Budget Development
Develop, maintain and monitor budgets for Highway and Arterial Preservation Planning. Analyze, track and approve costs and ensure expenditures are within allocations. Work with others to research and resolve discrepancies.

Budget
Develop SPR section budget; perform special studies and projects as assigned, including legislative review, GIS, interstate corridor plans and arterial management plans.

Communication
Build and maintain strong partnerships with stakeholders. Communicate with stakeholders to provide appropriate and authoritative information and receive feedback on transportation planning efforts and business goals. Participate in standing and ad hoc committees, groups or public forums in order to represent and achieve VDOT interests. Investigate and respond to concerns from VDOT internal and external customers.

Program Management
Oversee and direct operations for Highway and Arterial Preservation Planning. Ensure programs are operating consistently and effectively across the organization, and in alignment with performance targets. Ensure operations are conducted in compliance with state and federal policies, procedures and regulations.

Statewide Planning Program
Direct and manage statewide, regional and corridor level planning efforts. Lead planning efforts, develop project milestones, set project schedules and ensure deadlines are met.

Manage Resources and Business Functions
Manage resources and business functions effectively. Hire, develop and manage a diverse and high-performing workforce. Ensure workforce receives required training and development opportunities. Oversee fiscal programs in accordance with agency policies and sound business practices to meet business goals.


Minimum Qualifications


• Ability to organize, analyze and communicate detailed transportation related data to diverse audiences and to make presentations and conduct meetings.
• Knowledge of VDOT organization, function, policies and procedures.
• Skill in the use GIS.
• Ability to interpret federal and state planning regulations.
• Skill in the use of computers and software applications.
• Knowledge of federal, state, and local transportation planning processes, principles and practices.
• Ability to manage large scale and complex statewide programs or studies.
• Skill and ability to positively interact with employees, citizens and government officials.
• Ability to manage individuals and teams on goal-oriented solutions.
• Knowledge of the principles and methods of engineering applicable to transportation planning.
• Ability to manage and administer business operations for a work unit.
• Ability to manage funding programs.
• Experience in program management, implementation and monitoring.
• Ability to identify and resolve complex issues.
• Skill in maneuvering through complex political situations effectively while demonstrating sensitivity to how people and organizations function.
• Ability to develop and manage budgets and financial resources.
• Knowledge of supervisory principles, practices to include performance management and discipline.



Additional Considerations


• AICP accreditation.
• Experience managing, implementing and monitoring transportation programs.
• A combination of training, experience, or education in Transportation, Urban Planning, Civil Engineering or related field desired.
• Strong supervisory experience.
• Experience in transportation planning.

Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
