The Sr. Management Analyst works in the Business Integrated Solutions Division within VDOT’s Central Office located in Richmond, VA. This position is responsible for eliciting and documenting requirements for very large and complex systems within VDOT. Candidates applying for this position should have extensive experience in translating the needs of the business into system requirements that can be used by system architects and developers to estimate the cost of and to purchase or build solutions that satisfy those requirements. This position is also responsible for training VDOT employees in how to use Microsoft’s business enablement Power Suite of tools for creating apps and developing workflows. Qualified candidates will have extensive knowledge of these tools and will have experience in teaching others how to use them. Another area of responsibility is process analysis and improvement. Strong candidates should have experience in mapping and analyzing processes along with using Six Sigma tools to determine root causes of problems and to improve processes. Finally, this role works to ensure successful organizational change in the Agency.
Job Duties
- Utilize various techniques to elicit system and software requirements such as interviews, brainstorming, document analysis, focus groups, observations, and prototyping.
- Manage, conduct, and lead advance, complex and unusually difficult analysis, policy analysis, planning and development functions in the review, evaluation and development of recommendations, policies, procedures, regulations, legislation, and organizational studies.
- Manage and lead change management assignments, ensuring a systematic approach using a change management model is followed.
- Facilitate groups, set methodology, conduct research, analyze and assemble findings, develop recommendations, present findings and prepare relevant documents.
- Provide guidance on the development of study methodology, project objectives, work plans and final products.
- Ensure project quality, content, and deadlines meet both the client and management expectations.
- Meet with business customers to elicit and document requirements
- Conduct studies; develop position papers, draft policies, regulations and legislation.
- Serve as Agency liaison with inter-agency policy study teams and represent Agency positions as directed by Agency management.
- Review and evaluate analysis of VDOT operations conducted by entities internal and/or external to VDOT.
- Prepare presentations, letters and sensitive responses for senior management, including Cabinet Secretary or on their behalf, submitted to other branches of State Government involved in legislation, policy analysis, public relations, and economic and or operational impact assessments.
- Prepare presentations as requested by senior management, assuring project dues dates are agreed to in advance and level of customer service and project deliverables meet client and management needs.
Requirements:
- Knowledge of requirement elicitation for software systems and applications using various techniques to elicit system and software requirements such as interviews, brainstorming, document analysis, focus groups, observations, and prototyping
- Ability to develop research methodologies, communicate research results and develop recommendations Ability to gather and analyze data and prepare reports
- Comprehensive knowledge of quantitative analyses using methods and techniques that reflect industrial engineering, operations research, economics, statistical analytical practices, and techniques including principles of six sigma
- Ability to apply system engineering, management, planning, accounting principles and practices to complex projects, work independently, lead, coach and direct teams
- Knowledge of project management, productivity analysis, performance measurement, strategic planning, policy development and analysis, and public administration
- Knowledge of business information systems
- Ability to communicate effectively orally and in writing with internal and external customers
- Ability to facilitate large groups and teams in geographically dispersed locations across multiple disciplines and organizational levels
- Skill in the use of computers and software applications
Minimum Qualifications
- Ability to leverage data to analyze performance, develop insights, and effectively partner with and direct analytical resources to optimize operational effectiveness
- Experience in the use of computers and software applications to include word processing, spreadsheets, presentations, databases, and process mapping
- Knowledge of industrial or system engineering practices and concepts relating to transportation issues with a track record of developing and leading successful process improvements
- Experience in strategic consulting and preparing comprehensive analysis and executive level reports with recommendations, to include demonstrated experience leading change management initiatives
- Ability to drive results, build relationships, and influence senior management
- Strong project management, analytical skills, project problem identification and problem-solving skills
- Experience successfully facilitating small and large groups with a variety of customers
- Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings
- Ability to work independently as well as in large cross functional groups
- Must have excellent interpersonal skills with teams and customers
- Ability to travel occasionally both in-state and overnight
Additional Considerations
- Experience implementing systems and software solutions
- Progressively responsible experience with business information systems and requirements gathering
- Experience with data analysis, database management or data mining
- Experience working with or developing solutions through Power BI tools, Power Apps and Power Automate
- A combination of training, experience or education in Industrial Engineering, Operations Research, Economics, Statistics, Public Relations or related field desired
- Certification in Six Sigma and Organizational Change Management

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
